Good day!
Please note the following weekly update on US and EU sanctions developments and the related operating expectations for all departments.
This week’s key points are:
- US Sanctions Update
OFAC issued new sanctions list updates covering counter narcotics, counter terrorism, Cuba-related and Iran-related designations, along with Russia-related license and FAQ updates. OFAC has also recently highlighted enforcement risk involving exports routed through third-country distributors where the goods were ultimately destined for restricted jurisdictions. This reinforces the need to verify not only the immediate customer, but also the final destination, end-user and intended use. - EU Sanctions Update
The EU continues to maintain and expand restrictive measures linked to Russia, Belarus, Iran, Libya and related military-industrial, financial, maritime and trade networks. Recent EU actions reinforce the importance of enhanced screening for restricted goods, vessels, banks, ports, intermediaries and government-linked entities. - Country, Commodity and Sector Focus
| Country / Jurisdiction | Main Commodity / Sector Focus | Private or Government Exposure | Key Compliance Note |
| Russia | Oil, refined products, LNG, ports, vessels, banking, crypto, dual-use goods, drones and electronics | Government, state-owned and private entities | Enhanced screening required for all Russia-linked trade, finance, logistics, vessels and intermediaries. |
| Belarus | Military-related goods, petroleum-related activity and Russia-aligned trade restrictions | Government and state-linked entities, with private-sector exposure | Treat Belarus-linked transactions as high-risk and escalate before proceeding. |
| Iran | Industrial goods, equipment, dual-use items, financial channels and restricted end-users | Government, sanctioned entities and private distributors | Confirm end-user and end-use; do not rely only on distributor declarations. |
| Libya | Oil, crude oil/natural resources, ports, vessels, aviation, financial institutions, security equipment and dual-use goods | Government, state institutions, ports/vessels, designated individuals/entities and private intermediaries | Any Libya-linked shipment, routing, consignee, vessel, bank or government/state entity must be double-checked and escalated before release. |
| Cuba | Metals, mining, construction, transport equipment and state-owned trading companies | Primarily government and state-owned enterprises | Screen Cuban counterparties carefully, especially state-owned entities and commercial agencies. |
| Venezuela | Financial assets, government-linked entities and designated commercial structures | Government-linked and private entities | Escalate any Venezuela-linked ownership, payment or beneficial-owner concern. |
| United Arab Emirates | Re-export, distributors, logistics routing, crypto platforms and third-country circumvention risk | Primarily private-sector intermediaries | UAE routing must include final destination, end-user and end-use verification. |
| Turkey | Intermediary trade, logistics, financial links and parties connected to sanctioned networks | Private-sector and individual exposure | Screen counterparties, owners and agents; watch for indirect links to sanctioned networks. |
| China / Hong Kong | Microelectronics, CNC machine tools, semiconductor equipment and dual-use goods | Primarily private-sector suppliers and intermediaries | Confirm whether goods could support restricted military or dual-use applications. |
| India, Kazakhstan, Kyrgyzstan, Georgia, Panama and Marshall Islands | Banking, crypto platforms, shipping, trading and sanctions circumvention routes | Mostly private-sector intermediaries, with some financial-sector exposure | Apply enhanced due diligence where these jurisdictions appear in routing, payments or ownership structures. |
| Ecuador | Maritime, fishing vessels and entities linked to counter narcotics designations | Private entities and vessels | Screen vessels, beneficial owners and marine counterparties before engagement. |

- Relevance to Operations
All teams must apply enhanced diligence where transactions involve high-risk jurisdictions, complex routing, intermediaries, distributors, banks, freight forwarders, vessels, dual-use items, sensitive end-users or any party linked directly or indirectly to a sanctioned person, entity or vessel.
DO:
- Screen all customers, suppliers, distributors, agents, vessels, banks, freight forwarders, beneficial owners and end-users before onboarding, order acceptance, shipment release or payment.
- Confirm the final destination, end-user and end-use for all higher-risk transactions.
- Escalate any sanctions match, partial match, unusual routing, payment concern or ownership concern to Compliance before proceeding.
- Keep proper records of screening results, approvals, customer declarations and shipment documents.
DON’T:
- Do not proceed with any transaction involving a sanctioned party, vessel, blocked entity or party owned or controlled by a sanctioned person or entity.
- Do not route business through third parties to bypass sanctions restrictions.
- Do not bypass, override compliance alerts without proper approval.
- Do not amend names, invoices, shipment documents, payment routes or destination details to avoid screening.
- Do not process transactions involving Russia, Belarus, Iran, Libya, Cuba, Venezuela or other high-risk sanctions exposure without prior compliance clearance.
Action Suggested:
All department heads are requested to ensure their teams review open and pending transactions for any sanctions-related red flags. The IT Department must maintain the Logisys high-risk country and destination controls and ensure that any flagged job is subject to double-checking and manager approval before release.
Any concern must be placed on hold and escalated to Compliance before further action.
